Raised Needlework "Stumpwork". 

Stitching techniques include turkey work, detached buttonhole, reversed spider stitch, spider stitch, French knots, long stitches over felt padding, and knotting over wire.  The tree outline is stitched using open work, the trunk is stitched using a pulled thread technique, and the top is done with long stitches.
